Pemerintah Provinsi Lampung memperkuat komitmen dalam menata akses kepemilikan tanah melalui implementasi skema hak berjangka waktu di atas Hak Pengelolaan (HPL) Badan Bank Tanah.

Kebijakan tersebut difokuskan sebagai instrumen pengendalian untuk menekan ketimpangan penguasaan lahan sekaligus memastikan pemanfaatan tanah berjalan optimal demi kesejahteraan masyarakat.
Hal itu ditegaskan Sekretaris Daerah Provinsi Lampung, Marindo Kurniawan, saat membuka Rapat Koordinasi (Rakor) Gugus Tugas Reforma Agraria (GTRA) Provinsi Lampung Tahun Anggaran 2026 di Aula Kantor Wilayah BPN Provinsi Lampung, Selasa, 9 Juni 2026.
Menurut Sekdaprov, reforma agraria bukan sekadar penataan aset tanah, tetapi menjadi instrumen strategis dalam menciptakan pemerataan akses sumber ekonomi masyarakat.
Ia menjelaskan, penerapan skema hak berjangka waktu di atas HPL Badan Bank Tanah menjadi langkah penting untuk memastikan tanah yang didistribusikan tetap dimanfaatkan sesuai peruntukan.
Dengan skema tersebut, risiko penyalahgunaan maupun alih fungsi lahan oleh pihak tertentu dinilai dapat diminimalisasi.
“Kehadiran Badan Bank Tanah diharapkan menjadi instrumen strategis dalam penyediaan tanah. Dengan skema pemberian hak berjangka waktu, kita dapat memastikan pemanfaatan tanah dilakukan secara lebih terpola, terarah, dan terjaga dari praktik penguasaan oleh segelintir pihak saja,” ujar Sekdaprov.
Senada dengan itu, Direktur Jenderal Penataan Agraria Kementerian ATR/BPN, Embun Sari, menyoroti pentingnya pengendalian melalui skema hak berjangka waktu.
Ia menyebut data menunjukkan perlunya perbaikan distribusi tanah agar lebih tepat sasaran dan mampu memberikan dampak ekonomi jangka panjang bagi masyarakat.

“Pemberian hak berjangka waktu berfungsi sebagai alat kendali negara. Tujuannya adalah memastikan bahwa tanah yang diberikan benar-benar memberikan manfaat nyata, sehingga penerima hak tidak tergiur untuk mengalihkan lahan tersebut demi keuntungan jangka pendek,” jelas Embun Sari.
Rakor tersebut juga menghasilkan sejumlah kesepakatan yang dituangkan dalam Berita Acara Rapat Koordinasi GTRA Provinsi Lampung.
Beberapa poin utama yang disepakati antara lain komitmen aktif seluruh anggota GTRA dalam pendataan potensi Tanah Objek Reforma Agraria (TORA), peningkatan sinergi lintas sektor untuk mempercepat penyelesaian konflik agraria, serta penyusunan program terintegrasi pada lokasi akses reforma agraria.
