Gunung Sugih – Lembaga Pemantau Kebijakan Publik (L@PAKK) melayangkan surat laporan kepada Kepala Badan Pengelola Keuangan dan Aset Daerah (BPKAD) Kabupaten Lampung Tengah terkait dugaan pemborosan anggaran serta pelanggaran tata kelola pengadaan barang dan jasa pada Tahun Anggaran 2025.
Dalam surat bernomor 1057/Sek/L@pakk/LPG/VI/2026 tersebut, L@PAKK mengungkap sejumlah temuan yang dinilai perlu mendapat perhatian dan pemeriksaan lebih lanjut oleh pihak berwenang.
Menurut laporan tersebut, belanja bahan cetakan pada tahun anggaran 2025 disebut mencapai Rp2.446.227.000 untuk 43 kegiatan. Selain itu, belanja alat tulis kantor tercatat sebesar Rp742.674.000 untuk 45 kegiatan, sedangkan belanja kertas dan cover menghabiskan anggaran Rp1.030.606.000 untuk 46 kegiatan.
Jika diakumulasikan, total anggaran untuk kebutuhan alat tulis, cetakan, kertas, dan cover di lingkungan BPKAD Lampung Tengah mencapai sekitar Rp4,2 miliar.
L@PAKK mempertanyakan besaran anggaran tersebut karena dinilai tidak sebanding dengan kebutuhan riil organisasi dan jumlah pegawai yang ada.
Dalam laporannya, lembaga tersebut menduga adanya mark up harga satuan pada sejumlah pengadaan barang dan jasa.
Selain itu, laporan juga menyoroti kegiatan pemeliharaan dapur dan kamar mandi yang dibagi menjadi dua paket pekerjaan. Paket pertama tercatat sebesar Rp250 juta untuk lantai satu, sedangkan paket kedua sebesar Rp225 juta untuk lantai dua.
Menurut L@PAKK, pemecahan pekerjaan tersebut diduga dilakukan untuk menghindari proses pengadaan yang seharusnya dilakukan melalui mekanisme lelang atau e-purchasing sesuai ketentuan yang berlaku. Lembaga tersebut menilai pekerjaan yang memiliki lokasi, jenis, dan tahun anggaran yang sama semestinya dilaksanakan dalam satu kesatuan paket pekerjaan.
Atas temuan tersebut, L@PAKK meminta agar dilakukan pemeriksaan dan klarifikasi terhadap penggunaan anggaran dimaksud guna memastikan pelaksanaan kegiatan telah sesuai dengan peraturan perundang-undangan yang berlaku.
